Small decentralized entirely private banks, with strong regulation to stabilize, prevent fraud, etc is where it SHOULD be.

I guess that there was a 40-50 year run in the 19th Century in which we basically had totally private banking (wildcat baking) and while it certainly wasn't perfect, the downturns were brief and the recoveries robust.
