Twelfth Question for President Biden

Mr. Biden, for every pathogenic outbreak in human history prior to this one, the people were allowed to assess their own risk and plan their lives accordingly. Why has this one been different? Is it because of some brilliant breakthrough in medical, scientific and ethical enlightenment or has it simply been one more government power-grab in the wake of yet another "emergency"?
