George W. Bush, a War Criminal?

I've always been hesitant to go there, for three reasons; a) the fog of 9/11 (the unfortunate reality that war often breeds stupidity), b) the fact that previous Presidents have done things just as bad (Truman dropping two atom bombs, Nixon conducting a secret bombing war in Cambodia, Lincoln wiping entire towns off the map, Bush Sr. enticing Saddam Hussein into Kuwait and then slaughtering hundreds of thousands of Iraqi irregulars, etc.) and were mostly excused for it, and c) my belief that Bush was just a useful idiot whose culpability was mediated by his limited intellect (he was too stupid to be war criminal, in other words) but, yeah, as time has passed......and I've become more cynical, let's just say that I'm a bit more open to that conversation these days.
