The C.I.A. is one of the most repugnant government organizations on the planet (torturing prisoners, murdering government leaders, lying the country into wars, etc.) and they're thinking what here, that having a bunch of people from these supposedly pissed-upon groups doing the dirty work somehow makes them less repugnant?
