"A person who is a combination of a Loser, idiot, clutz, bigot, naive, arrogant, oblivious and generally lacking insight to the world, very opinionated but is never perceived as a smart or charismatic."
The first section contains some pointless insults, true. And the last part: Obama is often perceived as smart and charismatic. But the middle part about lacking insight and being opinionated fits Obama fairly well.

Actually, looking at the definition of goober:
"A person who is a combination of a Loser, idiot, clutz, bigot, naive, arrogant, oblivious and generally lacking insight to the world, very opinionated but is never perceived as a smart or charismatic."
