He probably meant to say deficit instead of debt (no President since Eisenhower circa 1957 has reduced the debt, Clinton and Gingrich claimed to have reduced it in the late '90s but that was only through accounting tricks) in that the federal deficit did go down by $1.7 trillion from 2020 to 2022. Of course since 2020 was the covid year reducing the deficit in 2021 and 2022 was an undertaking that a junior high student probably could have accomplished, too, truth be known.
