Might I suggest a few changes in personnel. Like, I don't know, maybe replace the dullard who didn't use the sirens believing that they would confuse people to the point where they'd run in the direction of the fire (fellow claims that the sirens are generally activated for tsunamis and to coax citizens into running for higher ground............even if there's a fire, I guess) and the other idiot who thinks that it's much more important to worship water than to use it to put out one of the most virulent fires in human history. Those two and then take it from there.
