They might be exemplary officers but the much more probable explanation is that they're what the veteran street cops refer to as "Do Nothings"; you know, the assholes who never get out of the squad-car, never do a foot chase, spend a lot of time at Dunkin Donuts, etc., because in order to fulfill the job you're inevitably going to get complaints filed against you. And, no, this isn't to say that all of the complaints are bogus or frivolous (shitty cops do exist, no doubt), just that a large percentage of them are, as I can instruct you first hand (I worked as a corrections officer in my '20s), criminals don't just kill and steal, they lie through their teeth, too.
