Who Was that Unmasked Man?

There is footage of President Obama in 2010 specifying that an individual could keep their policy if they liked it EVEN IF IT WAS A HIGH DEDUCTIBLE CATASTROPHIC PLAN (he sanctimoniously and condescendingly referred to it as an "Acme plan"). I mean, does this fellow simply not know that videotape exists?
