My All-Time Least Favorite Peace-Time President?

Oh, this is an easy one, folks; Herbert Hoover. I mean, the guy did literally everything wrong (in the months and years after the stock market crashed); increasing federal spending by 49% over three years, increasing the top marginal tax rate by 152%, signing into law one of the most onerous tariffs in U.S. history, instituting wage/price controls (yes, they were voluntary but most businesses and corporations adhered to them), spearheading the Reconstruction Finance Corporation (which ultimately morphed into a bailout entity), signing into law the moronic Davis-Bacon Act (yet another method toward wage-controls), etc., etc. - he, of the "beneficent hand".
