On the Fact that (According to a Recent Baltimore Sun Article) Baltimore Spends Approximately $16,500 Per Pupil Per Annum (Amongst the Highest in the State) and STILL Has a 25% Dropout Rate

At what point will the left concede that spending isn't the entire issue and that fundamental structural changes will have to be made that the teacher unions may not ultimately embrace? I mean, does the whole system have to implode first?

In that crooked burg, how much of that 16,500 actually gets to educating the kid?
