The guy on the bottom was either totally unaware of the guy on the top, or he wasn't and thought of him highly. Either way, I find it wholly disconcerting and you really do have to wonder here if we're ever going to learn/evolve.
In my opinion, the neocons have done far more damage to the Republican Party and to the country than the Tea Party (which I feel has a few laudable characteristics) has. Just count the body-bags.

And yes, we are evolving. In reverse direction back to the McCarthy era. Well, the Teapot Tea Party and the rest of the reactionary right.
