Seems like everything is war except actual war. Thinking of the wars (real definition) that the US has been involved in that are actually not wars in the strict federal government legal sense.
It's sort of like saying that Clinton balanced the budget using a narrow Federal Government definition of "budget" (one that no family uses), that is so cockeyed it can count spending far more than you take in as being a "surplus". Yet I keep seeing otherwise reasonable people insisting that the Clinton budgets were balanced at the end (or had a surplus) despite money flowing out faster... always.. than it came in.
