"All time favorite" is a big commitment, so I don't know about "all time" (although I can't think of very many Lorettas).
I guess I'll go with Loretta Sanchez... despite beginning her political career as a Republican, and currently being a member of the blue dog caucus.
She received a 0% approval rating from the American Conservative Union in 2009, voted against the invasion of Iraq, opposed the failed troop surge, voted against reviving fast-track procedures for congressional action on trade deals, and is regarded as a liberal on social issues.
Maybe it's time for her to consider joining the Progressive caucus, like her sister Linda.
