As of 2020, the only E.U. countries that allowed absentee ballots for everybody were Germany, Luxembourg, and Austria (so 3 out of 21 then) and the only ones that allowed people not out of the country to get an absentee ballot AND not require a photo ID to get one were Germany and Hungary.............The luxury of not having a Donald Trump candidate that you need to destroy fearing that the jig could be up at any moment, I guess.
