On Biden Recently Asserting that They Plan to Make Concrete........................Concrete (as Opposed to Play Doh Concrete, I Guess)

I suspect that he was trying to say, concrete something, but forgot what that something was and to buy time (after a long pause unfortunately) he repeated, concrete. It just sounded funny, that's all.
