On the Fact that In May the CDC Claimed that, "Evidence from 14 Randomized Controlled Trials of Those Measures (i.e., Face Masks) Did Not Support a Substantial Effect On Transmission of Laboratory-Confirmed Influenza"

And then three months later they stated that, "those who come into close contact with a COVID patient for more than 15 minutes could spread the virus regardless of whether either individual wears a mask" - https://www.washingtonexaminer.com/news/cdc-guidelines-say-wearing-a-mask-during-prolonged-exposure-to-coronavirus-wont-prevent-possible-infectio - and so my question I guess is - why then is the CDC director going in front of Congress now arguing that face-masks are the greatest thing since the wheel? Politics? That would be my guess.
