On Movies Now Needing a Certain Number of Minority Actors Before it Can Qualify for Academy Award Nominations

So if I make a film about the attempted invasion of Japan by the Mongols, in which every individual involved was East Asian, I have to cast an African-American, Peruvian, Afghan, Tranny, or Quadriplegic for a major role??? Oh yeah, that's a winner (and by, winner, I'm of course referring to the "Left Lacking an Emergency-Brake Olympics"......winner).
