I hate to say it 'cause the guy was one of the top 10 worst war-criminals of the 20th Century, but overall the guy was probably a slight net-plus. a)(and like you just pointed out) He kept a lid on all of the ethnic strife and b) he was a also pretty solid counterbalance to Iran. It seemed to me like we had him pretty much contained and containment isn't necessarily a bad thing.
The place probably would not have gone tits up either if we had left Sadam in place.
