My suspicion, gents, is that these individuals, while working at the governors mansion, were able to have unfettered access to Mr. Barbour's ears and that they probably buffaloed him. Well, that and he could be bonkers as well.
The most disturbing thing of all, Jerry and Russ, is that a lot of these assholes were serving time for having murdered their wives (one of them shot in the back while holding a kid). It's a terrible throwback to an even more terrible era, I'm thinking.
